Given the way that civic politics works he didn't need to do much more than provide a consistent mission statement (one expression, in fact; "stop the gravy train"), and bring out some extra voters. The problem with the "unappealing options" was that they were mostly tied to the downtown or general core areas, while also being seen as spendy liberals.
I don't buy that commonly accepted explanation for Ford's election in 2010. The way I figure, he was just the most outwardly charming of a bunch of really unappealing options.
There probably was a protest vote in reaction to Miller, but that wasn't the bulk of Ford's support IMO.
