He has said he was going to do it but there is no mechanism for libs to force him out so he could conceivably ride the train to the end. Leader of the political party is always the PM. So 'if' Carney is elected leader he would be asked to form government by the GG and thus become PM. Until the house sits and then he hopefully gets the no confidence book thrown at his head anyways.
