To run for federal office in Canada all you have to be is a Canadian citizen, at least 18 years old and have $1000. When I was in school I ran for the Very Silly Party in Kingston for ***** and giggles. Back then it was $180. Anyone can throw their hat into the ring for local, provincial or federal politics provided you meet age and citizenship criteria, anyone!!!
In the US its even easier. Meet the qualification criteria (Born in the USA, Over 18), File a Statement of Candidacy and you are done, then start campaigning to the extent you want. The government doesn't demand any filing fees that might dissuade long-shot candidates. In 2012 more than 250 people had registered candidacy.
In fact for US presidential elections you don't even have to register at all if you run for President without spending more than $5,000 of your own money. In the 1996 presidential campaign, Ralph Nader made a point of not filing a statement of candidacy, spent less than $5000; he came in fourth in the voting
