I think what really happened, is that Trump has been made aware of the consequences of what he said he would do, and is now backtracking.

Stock markets have been pricing in a no-new-tariffs scenario, and at this point, any actions taken on this whole matter are only going to be cosmetic.
 
There is a very real threat that Trump could go through with his tariffs, regardless of the consequences. Is is essentially the President from the film "Harrison Bergeron."

No Canadian political commentator (who are all ex politicians or staffers) believes this is anything but posturing. He's threatening this to get concessions on border security.

He anybody looked into the part where Tariffs are actually an act of Congress and Don can’t actually say it’s anything % , he does not have the authority to do this ?

When have things like laws or rules impacted what egomaniac narcissists try to do? They are so full of themselves that they push through anything and then when courts wind it back (in years) they blame others for the whole issue.

Do you think he cares? He has a retrumplican congress and senate at his beck and call.

Also, there's a way for a president to do quite a bit in response to a national emergency (and that's undefined). Manufacture a crisis, declare an emergency, do whatever he wants. Think the Supreme Court would counter him?

Unlikely, at best. The Republicans currently control all three branches of government and no one in the party seems to really want to call him on his crap, when it matters.
