If you look closely, you notice that the person was coming out of the plaza. It doesn't excuse what the person did (they should have picked a different exit), but at least lets you understand why they did it, and file that away as experience. If that is the only exit, then there is a design flaw with that plaza.

Driver could have gone a slightly longer way: Exit at the south end of the plaza to a set of lights, and then head north instead of cutting everyone off

There's a design flaw with that driver. You can't make it to that street, go straight through the intersection then either u-turn, right-turn or left,left,right to get back on track.

That sucks. The truck is also very, close to running the red (although there may be no other way for it to make that turn). Obviously he needs to block two lanes to make the left and then he will end up on here again for blocking 2 lanes.

I have no idea what this idiot was thinking. Anyone want to take a guess? Did they not see me, didn't know there was two turning lanes, trying to sneak in between me and the car in front?

Don't you know, cars turning right on red always have the right of way. The only requirement is to slow down slightly (less than 50 km/h is acceptable). /sarcasm

They did not see you. You were in the 'visual shadow' of the car in front of you. Their brain is processing that car and they start moving just before it is clear so they can get in behind and save 1 second on their trip.

Possibly a combination of not seeing you behind the car in front along with their A-pillar blind spot.

Some people have the mentality that it is safe for them to go in their first check to see if the way is clear.
 
Might have also thought that you could move left for them. Most people aren't used to left turn into right lane, and don't expect it, unless there's a highway onramp nearby.

Sounds like you haven't driven in Vaughan or any of the neighboring cities of the GTA. Every time I need to make a right and the other side has an advanced green, I always say to myself "Trust no *****" and wait patiently as at least 60% of the drivers turn into the right lane. Happens even when they don't have an advanced green - if I see them starting to make their turn, I wait for them to complete it, cause chances are they will turn into the wrong lane.

Been honked at for not making a right on red while the other side had an advanced green with cars actively taking the turn wide into the right lane, but **** 'em...

Damnn. Didn't even try to indicate until after the collision....

Had someone do that to me in the exact same spot but I was heading Southbound on my bike and was able to brake hard enough not to end up inside the car.

Such a stupid spot to pull a U-turn where traffic is generally moving at 100km/h both ways.

I thought there was a semi permanent radar there before. Although, I remember for a while they'd just patrol up and down and clock people on the fly.

I don't take that route anymore since my route to work changed, but for the 8 months that I did, I didn't see any cops or anyone being pulled over in that section. The cops usually looped around when they hit Dixon Rd. where it drops to a 60km/h zone.
