It’s the shady as eff driving schools which promote this and allow it.

More than 30km from your address? Too bad, go do it in Toronto.
 
My friend’s son did his M2 in Huntsville, simply because the wait time in Niagara would have killed his season.

Lindsay is literally rammed with Brampton drivers. Lots of appointments and tons that fill a car and arrive for opening and sit around and wait for a no-show and then grab the spot.

If they forced a regional test requirement, they could also be forced to provide a test within xx days. That would balance testing center capacity with people needing tests. Currently lindsay probably has triple the spots needed to serve the local market and still has a huge waiting list (easy pass there).
 
It goes the other way as well. Scooter guys that could not hit 100 kph used to book the centre that used the Allen to get their full M, and book during high traffic times....
They solved that now with LSM. I don't know of any scooters between 50 and 125 in Canada. 50's would be LSM and 125 should get to 100 (given enough time and a tuck).

It was very common before LSM as it was one of the few options to get past M2.

Many older/classic/vintage 125s+ will still only get the rider a reasonable reliable 80kph in a reasonable distance/time, so it still happens today for people wanting a full M for "future" purposes. You need to get to current traffic speed by the end of the ramp to safely merge, easier if traffic is slow...
 
My kid went to Smith's Falls, and failed there. They know if you're from out of town. Didn't even take the time to explain why he failed. The reason he went, was that Ottawa was completely booked solid during covid. Once he got a spot at Walkley, he passed with flying colours.
 
Not on purpose, back in the 60's & 70's I spent my summers at the cottage, so did my 'M' there. Tester just stood on the street & watched, never got passed 2nd gear, 3 lefts, stop sign, straight through, 3 rights back to tester. Didn't fall off so you pass. Now I'm good to go 401?

Back then you needed a chauffeur's licence if you made money driving. I got a job driving a 1/2 ton delivery van so wrote the test. Now I can drive an 18 wheeler, not that I have ever sat in one. lol.
Did come in handy though, it "grandfathered" me when I did drive real trucks with air brakes.

Way back in the day my mother had to drive from Dorchester to Sackville, NB, in a snow storm to take her driving test. When she got up to the counter the tester had her sign and gave her her license. He was behind her all the way.

I failed my M test the first time. I couldn't find a description of the practical test anywhere, so couldn't practice it. I'd been riding to work and school for weeks, on Peel Region streets, without any issues. After I failed I got the specifications for the course from the examiner, then made my parking lot course more difficult than that. Almost failed the second time because I was laughing so hard at how easy it was.

*EDIT* - The reason for my initial failure was allowing my toe to brush the ground, at the top of the slalom course. No weight on it. That was the only error.

Some of the reasons for penalties and/or automatic failure are insanity (like in a standard car you are never allowed to be in neutral, must downshift through every gear including first, no gear changes in intersection, etc). They really should openly publish the testing criteria (hell, include it in the driver/rider handbook with a link to a website in case there are any revisions)

I took my test on a Honda Elite 250 scooter. They have a variable ratio belt drive (no gears) and a centrifugal clutch. The engagement point for the clutch was just over what was comfortable for me to do their stupid slalom test, so it was constantly engaging and disengaging. I somehow managed, but bobbled a bit at the turn-around.

The belt drive and clutch did have advantages though. I did manage to completely humiliate a guy who was laughing at my choice of bike, while he was sitting on his 500 Interceptor next to me at a light, at 2:00am. He went to leave me in a cloud of dust when the light changed, but stalled it. At the next light he wasn't laughing. Tried again. Missed the shift to 2nd. Third light he just rode off, slowly.
 
Failed my first M attempt at the Keele/401 testing site back in the day. Made the appointment there as it was the next day and I had to wait a week for one in Brampton. Had a Suzuki TS 125. When it was my turn I couldnt get it started. Asked the tester for a few mins to change the plug. He didnt say anything, just called the next person. After that guy he noticed I had it running and called. Sat at the 'stop sign' start while he explained the route. I started off and turned the first corner. Heard him yell at me and called me back to tell me I failed. I asked why. He said 'ran the stop sign at the start'. I was 2 feet from it when I started. He said I should have rolled up 2 feet, stopped then proceeded. He then told me that I cant ride the bike home as I had lost my learners permit as well (before M1 etc).

Went to Brampton a week later. Tester explained the route in the parking lot. Left the lot and saw him walk back into the building. When I got back he walked out and told me I passed. He couldnt see anything after you left the lot so I guess if you made it back you were ok to go.
