Gov't is not supposed to be in competition with the free market. They should be focused on doing stuff that's not feasible or so unique it's not practical to contract out.

I got in just under the wire having my passport renewed. Took the application & photos into the Service Canada office at the Pen Centre in St. Catharines a week ago last Thursday and my passport arrived registered mail last Wed (1st day of the strike). 6 days processing time including a weekend. Did not pay for any rush service either. They don't even want to go into the office 2 days a week, which is what the gov in his dept is asking them to do, and he's getting push back on that.
