They can be, but there are caveats. Bringing the kids up at this particular show and tell was a stupid idea. The dog is predictable. The kids aren't.
My vet has a charity dog wash on Canada Day. It's out back of the vet office and HRP brings in dogs for a demo. A Dutch Shepherd and a Lab. Before the dogs come out someone from the vet gets on the mic and tells everyone DO NOT APPROACH THE DOGS. The demo goes fine. Everyone applauds, the dogs go back in the SUVs and leave. No problem. That said, no one ever lost money betting on the stupidity of people. Double that for children.

The story talks about the kid and the dog. What were the other kids doing?

If the other kids were acting up the dog could have gone into a defensive mode, seeing all kinds of unexpected behaviors. Did it see a potential riot by midgets?

When the officer is in uniform and the dog has his vest/collar on it is "on" (working). The dog doesn't know the difference between going to a school for show and tell or going to a school to search for an armed intruder. It just knows when it's working vs. when it's not.

I want to hear the whole story. I suspect the kid tripped and fell into the dog. You can't touch them when they're working.

The kid did trip and fall... either into the dog or right in front of it.
The dogs respond to commands... It doesn't matter what it or the handler is wearing.. it will work when told to work.

The YRP K9 often train their dogs in view of my office. While generally well behaved, I've seen them rip free of their handlers to chase geese or squirrels.

Our neighbour is on his second service lab that he got from a school. Great pets with all the right breeding but they couldn't train them to ignore other dogs. Useless as seeing eye dogs.

My old man lives next to the OPP K-9 training facility... has for some time. He owns property between the facility and another provincial owned property where they do some of their training.
I've spent a minute or two watching them train over the years.. and got to know some of the guys fairly well.

How's Toronto's kinder and gentler approach working out?
Quite well over all, actually. Both Canada's violent crime rate and rate of recidivism are orders of magnitude lower than those of the US (as adjusted for population). It would seem that an approach based on rehabilitation, rather than on simply punishment, actually works. The problem with the US is that they can close the barn door, but all the horses have already fled. We need tweaks to our system, not a wholesale crack-down as is proselytized by the "law and order" crowd.

The main issue that we have is the Federal Government's concentration on firearms as a matter of doctrine, instead of looking at the reasons and means. Trump wanted a wall along the Mexico border. It's really Canada that needs a wall, in order to control the flow of illegal arms coming up from the US. Banning weapons that are held by legal owners, who have dealt with the regulations and have submitted themselves to government scrutiny, is the wrong tactic.

social programming or any similar actions designed to prevent youth from going into crime will take years to see full results (good or bad).
 
Cops got lucky and arrested a group of armed dirtbag teenagers shortly after they stole 1.3M in precious metals. The teenagers had a loaded gun. Pic of gun below. wtf happened to that poor thing? I would not be happy shooting that. It is a spray and pray weapon at this point.

That gat is an embarrassment. The receiver is still in decent shape, why didn't they 3D print a new handle? (... or maybe they DID print a new handle... just haven't figured out which filament to use)
AMATEURS

... and the cops seem to get a gangster a week lately, that has been sampling their opiate product, THEN FALL ASLEEP AT THE WHEEL OF A CAR IN PUBLIC, with a pile o'cash, some dope and a handgun.
Crooks, for the most part, are pretty DUMB
