You guys are funny... these people getting caught multiple times without a license/insurance/etc. have already dug a hole so large more fines, credit hits, beater impound fees (BTW the vehicle is still in the previous owner's name as they do not transfer it, why pay taxes...), whatever $$$s make zero difference to them, they just keep digging. In fact once this cycle has started adding on just makes sure they will NEVER go legit. The mistake society makes is thinking everyone is like ourselves and will consider these things deterrents. Not quite there but in these cases it is not far off handing out big fines to homeless people.
Escalating jail time on each offence is the only thing they will understand, at minimum it keeps them off the road while behind bars. There is always the capacity argument--across the board it sounds like we need to increase prison system capacity??
