Polluting isn't cultural, its selfish capitalism, something every industiralized country experienced, the fact that they are doing is a few years later than everyone else doesn't make it cultural? same with eating endangered animals. You think elephants died because of the local ivory market? no, it was all overseas to foreigners.
China's current problems come from a government who is too busy trying to stay in power and get rich and shows little regard for regulating economic activity, they have no EPA or FDA and its a situation highly similar to the industrial revolution experienced by the first world countries. The fact that the industrialized countries manage to effectively regulate its citizens after getting wealthy is a function of means, not of the culture of its people.
