I'd love to see where in the HTA it actually says the left lane is for passing. I've never been able to find it and no one had been able to quote it for me.

Other provinces and some US states spell it out in their regulations. We don't seem to, but the urban myth persists.
The cops even put out PSA's that say keep right. I think you are correct, it is courtesy not law in Ontario.
 
Urban myth, eh? Maybe its not law because a law has not been required yet. Slower traffic to the right is the way its always been except for in the GTA. And they do post this reminder on the over head billboards once in awhile, when they're not telling you to stay 6 feet apart.

Slower then "normal" traffic is what the law says. Well the normal flow of traffic cannot exceed the speed limit under the HTA. Even when you are passing there is no exception.

So.if you are crusing at 100km/h on the 401 in the left lane you are not breaking the spirit or letter of the law.
 
My new favourite one is the peeps with ‘baby on board’ stickers on the back window, that drive like complete maniacs.

This is why I hate the GTA. The problem is, it's expanding, and is now past Kingston.

Going 100 while the truck in the lane beside you is going between 95 & 105, and there's a long line of cars & trucks waiting for you to pass, is insane. You're going to get yourself and/or others killed.

Mirror check, signal, blindspot check, accelerate, pull out, pass quickly, so that you're not in someone's blindspot when they need to pass, and then do the same to get back over and drive. Rinse and repeat, until you're in a crowd going the same speed as you.

Ummm, normal flow of traffic can and does exceed the speed limit (in almost every traffic study I have ever seen 85th percentile speed exceeded the posted speed limit). If they wanted your interpretation, they could have written slower than the speed limit.

There was a group that were charged when they drove three abreast along the highway, at exactly 100. I think it was the QEW.

IIRC same thing happened decades ago on 401. A guy got a ticket for 10 over so the next week he grabbed a buddy and they both drove the speed limit and got a ticket for impeding traffic.

It's in the official Driver's Handbook, which can be considered as the official interpretation of the HTA 147.

Use the far left lane of a multi-lane freeway to pass traffic moving slower than the speed limit, but don't stay there. Drive in the right-hand lane when possible. On many freeways with three or more lanes in each direction, large trucks cannot travel in the far left lane and must use the lane to the right for passing. Get into the habit of driving in the right lane, leaving the other lanes clear for passing.
 
But in a clear as mud interpretation, that also supports his point. Move left to pass people going less than the speed limit.
Well, I guess anyone doing 100 km/h and over can legally be an ******* camping in the left lane. ¯\_(ツ)_/¯

Don't exclusively trust the government to keep you safe.
Look out for yourself and be aware, as well.

The HTA is littered with references to being unable to exceed the posted speed limit. Heck it's got an entire part of the act devoted to it as well.

128 (1) No person shall drive a motor vehicle at a rate of speed greater than,

(a) 50 kilometres per hour on a highway within a local municipality or within a built-up area;

(b) despite clause (a), 80 kilometres per hour on a highway, not within a built-up area, that is within a local municipality that had the status of a township on December 31, 2002 and, but for the enactment of the Municipal Act, 2001, would have had the status of a township on January 1, 2003, if the municipality is prescribed by regulation;

(b.1) 80 kilometres per hour on a highway not within a local municipality or within a built-up area;

(c) 80 kilometres per hour on a highway designated by the Lieutenant Governor in Council as a controlled-access highway under the Public Transportation and Highway Improvement Act, whether or not the highway is within a local municipality or built-up area;

(d) the rate of speed prescribed for motor vehicles on a highway in accordance with subsection (2), (5), (6), (6.1) or (7); or

(e) the maximum rate of speed set under subsection (10) and posted in a construction zone designated under subsection (8) or (8.1).

(f) Repealed: 2019, c. 8, Sched. 1, s. 24.

Just because we have some of the most lax speed enforcement in the world, doesn't make it legal. A police officer can pull you over for 1km/h over.

I rarely hear about spike strips being deployed against cars, let alone motorcycles. OPP seems to use it a half a dozen times a year.

Why are you worried about it? Late night races doing 250km/h on the 407 followed by trying to outrun the police?

At least 90% of Canadian drivers would fail.
 
I'll just add something that I have seen very recently (like last night, and several times) by drivers which is annoying AF.
Driver sitting at a smaller intersection, in what appears to be waiting for the light to change to make a left turn, light changes, and they make a right turn, which they could have done at any time.....

Education is part of the issue, but would have not effect on this level unconsciousness...
