It also skews things ever so slightly. The 'barred Toronto Transit from striking' was achieved by making them an essential service, which history has shown actually increases costs. I do give them credit for not drinking the "I saved Toronto one billion dollars" Ford Kool-Aid though.

I was thinking that too. It reads to me like a Christmas fruitcake, too dense. Feels like an insurance underwriter trying to be more than they are but lacking in flow or tempo. All they know is bureaucratese and tax regulations.

Oh, Conrad Black is quite intelligent all right. Very knowledgeable also. He's just the sort who needs to constantly batter you over the head with that fact.

You see that on the internet forums from time to time as well. Very humbling to say the least. Also some guys have money, lots of money.
