Not really. Things like evolution are still referred to as theories, despite their age, because they tend to undergo constant refinement in order to best fit the observed data. You really don't hear about much being referred to as a "law" these days, that wasn't first postulated centuries back. That's because scientists recognize that everything is essentially a theory, as it's subject to repeated testing.
In effect, all of science is theoretical because no theory can ever be proven, only disproven. Newton's rules of motion are generally referred to as "laws", which is funny since they actually fail in specific circumstances. But they're still useful approximations of reality so they stick around in engineering and such.
The names of these rules, theories or laws, doesn't change the fact that they are not the rules of reality, they are man-made rules.
To tie it all back in to the topic; it doesn't matter what Rob did or didn't do, it only matters what people think he did. And this will always be true whether the video is ever revealed or not, and whether it's debunked or not. Because such news would only change what people think, they wouldn't change reality.

Not sure if that was in response to his explanation of scientific laws and theories, or how he related it to Rob Ford...
But how fastar1 is defining scientific laws and theories is definitely accurate, we make these up to help us explain the natural universe. Newtonian mechanics and relativity are both pillars of science, but that doesn't mean we won't poke and prod at them to test that... relativity was just under fire as you know, and if that had have panned out, that doesn't mean we would throw it out, just means we tweak it a bit.
All of that is to say we can't say with 100% certainty how something will react in the world, we just predict it with the tools we have on hand, and the tools we gain with further discoveries

My guess is that people in Montreal (and all of Canada) accepts the fact the guy did it for money. It is understandable for a politician to eventually become corrupted.
Crack addiction = Skell, makes the city look like it is full of lowlife drug addicts on welfare

Since it seems to matter to you, in the Metro paper today there was a blurb about the new mayor of Montreal and not a word about Ford. But FYI, it doesn't mean the Montreal mayor was "more bad" than Ford yesterday, or in general.
