I think the Tamil situation was handled very well to be honest.
Look at it this way, the civil war hadn't yet ended and the Tigers in Canada (lots really, including the sister of the now dead leader) would know who the people living here were and where their family lived in Sri Lanka. If they were not seen as being "supportive" then repercussions would be likely to follow. I think the people were afraid for themselves and their families back home.
They were angry and upset at the changing world. The city could have waded in with clubs swinging and somehow try to arrest the entire community who would have fought back in anger now that they'd have a target to vent their wrath on, the police, another oppressor.
Nobody got beat up or thrown in prison. They were just ignored and as a result there was no widespread violence that would have gone on for years especially if the Tigers had not lost.
I think the city handled it very well and with respect despite what incredible traffic jamming pains they were.
Toronto has 200k+ Tamils if I remember right. I was there on one of the days at Queen's Park. So many people all dressed in black.
