Well, there's obviously a perquisite of mutual attraction between you and the person answering the questions. The reason why it should work is due to increasing vulnerability of the questions. Look at this thread, most of the people here have a facade on to prove that they're invulnerable and have no feelings; if you can tear down that barrier with your partner, you'd increase how close you are with the person.

I don't entirely understand how the "stare at each other's eyes for 4 minutes and don't talk" thing will work but this should be fun to try!

EDIT: Actually, now that I think about it, exposing your weaknesses, worries, and etc. are things you only do with those closest to you. We're also in a very judgmental world where if you open up to a stranger and tell them your biggest regrets, they'd likely think you're crazy.
