Untraced electrical gremlins? I would not touch unless you are good at diagnostics and handy with a multi-meter.
I can do those things and the price is right. Time to do those things is tight though.

Yup. Wiring is what is left. Sounds like it never charges which is far easier to find than an intermittent problem.
