That would explain why the left weight looks to be pulled up too high and the right is 'off balance'. If you feel like taking the time, the first thing to do would be to get the left and right weights lowered. Its easiest to do this from the back, hopefully there is a drop down panel for access. If not you can either remove the whole back panel or do it from under the movement. Remove the weights and use some kind of hook to lift the chain off the wheel and pull it down so the weight is about a foot lower. Once you have done that make sure you have the weights on the proper chains. Hopefully the weights are marked on the bottom with L (left), C (centre) and R (right). R goes on the right as you face the clock. If they arent marked, the heaviest goes on the right, lightest on the left and middle in the middle. This is important to have the chimes/gong work properly. The middle is time and will generally work no matter what weight is on there but the chimes wont unless they have the correct weight.My FIL drunken girlfriend used to pull chains and turn hands without letting the chimes catch up to the time . It’s completely out of phase . It goes ding dong but rather randomly

Keep moving the hand to each quarter hour and hopefully it corrects. Do this for 3 'hours' to ensure it has corrected itself.
If this doesnt work it is not self-correcting. If it does chime on each quarter hour, just not the 'correct' quarter hour chime you will need to remove the minute hand and put it to the corresponding chime. Just remove the nut and pull the hand off and put it in on the correct quarter hour. Run it through another hour to see if that worked. If so, the hour gongs will probably also be off. Simple move the hour hand to correspond to the hour gongs. You dont need to remove it, you can simply move it right hour.
All of this shouldnt take more than 15 mins. I know you dont like it but happy wife..........
I didnt notice a Silent switch on it (clock runs but the chimes dont unless you want them to). If you do get it running again let me know and I can tell you an easy fix to silence the chimes and gong when you want to.
