The neighbours probably would have given him some leeway to ride that thing around town without too much trouble if there had been even a token effort to put a muffler on it. If you lost sight of it and it has no plates, proving its the same bike without an admission is a tall order.
They may deserve a lot of charges. The bike looks pretty plain and after pics aren't on the road. Cop seeing a black bike with a silver frame and proving beyond a reasonable doubt that it is that specific black bike with a silver frame should be a high bar. With friends of the court and jps allowing cops to straight up lie with impunity, this guy is probably getting convicted regardless of guilt.They can tear-up the speeding charge. They said it was found later in the day but I think you are right about the unmarked cop car.
