Unless they didn't have uninsured motorist coverage (but I thought that was mandatory until recently). Now, if it was a hit and run, obviously nobody got a plate so that would end up as an at-fault Collison for the parked car unless they had witnesses. Insurance company always assume you were at fault unless you can prove beyond reasonable doubt that someone else is to blame.

If they opted out of coverage they are SOL you cannot collect from anyone except your insurance. If you decide you don't want your car fixed if it is not your fault that was up to you. If you were parked there would be no deductible if you have proper coverage.

Driver training and practice is so inadequate. First we need to be trained to not over react to dogs running onto roads and avoiding startling sounds and visual distractions. We need to practice those on a regular basis but those practice sessions could attract an HTA 172 for eratic driving. Screwed either way.

Cab mounts can go bad. Plenty of rotten trucks driving around, not impossible for a first gen Avalanche
 
My feeling is this.
If the mode of transportation you choose can reach the lowest posted speed limit in the Province you reside in.
You are required to have it registered and plated, insured and wear protective gear (Helmet) and follow traffic laws, failure to do so and if caught is an immediate seizure and possible destruction of property along with a traffic ticket to reflect the offence(s). If you have a valid license for a motor vehicle any offence will be reflected on your overall driving record. If you are under the legal license age, it goes against your parents or guardians record.

You wanna play, you gotta pay...
Pedal bikes would need to be insured then.
