I would put at least half of that on the design of the parking lot. What looks to be a 2 foot drop and no curbstones? That's dangerous.
A place I worked at had a parking lot about two feet lower than the lot to the south. Instead of putting in a retaining wall they paved the slope at 45 degrees, everything was asphalt and no problem from our side.

One day a loaded dump truck swung wide, cutting through the lot and went over the drop. It didn't tip over but some of its dirt got thrown out. It now has precast curbs, a token effort particularly in winter.

I know, from painful experience, that you can slide a car at least 100 feet during freezing rain, with the brakes fully applied, with snow tires mounted.
 
But it's OK to tie a mattress to the roof of your Civic with a piece of string and drive home on the 401. Perfectly legal if you drive 50 under the limit with flashers on. SF
At least it's a string...see many...new 'students' driving with mattresses on their Civics with nothing but some hands from each door holding it up...
 
Criminal Code charge, huh? Anyone else and it likely would have been just Careless.
You're probably right. There may be enough video on the police car to have a good chance at the criminal conviction though. Video plus officer testifying what they saw (and that testimony is supported by video) will be a challenge for the defense. I don't know what the standard video package is for police cars these days nor if ALPR keeps the video or if protective services vehicles have the ALPR cameras.
 
Makes we wonder what actually happened.. who was really at fault, etc.. did the driver side swipe the convoy. or did the convoy change lanes.. and pin it on the other driver?
That would be fantastic. "Nope, no video, all of our cameras were accidentally turned off at the time the incident". Hopefully the kid has a dashcam and police don't disappear the card if that was the case.

EDIT:
An OPP officer rear ended my parents on the 401 years ago. Cruiser backed up, pulled onto the shoulder, turned on lights and sirens and took off at high speed.
 
Red light runner almost got me and the kids today. Green my way for ~two seconds. They didn't touch the brakes. I submitted pics and vid to cops. Hopefully they charge and it sticks. Time to stop driving. Bleeping Toyotas. Chinese "4k" dashcam got solid evidence.

If there wasn't a red light camera they'll do absolutely nothing, unfortunately. I submitted a video to Peel of a pickup passing in the bike lane, using right turn lanes to accelerate ahead of traffic at lights and doing 80+ in a school zone. Never heard a word back.

No red light camera. Cop #1 approved report and passed it to traffic services to follow up with driver. If I hear nothing further, I will respond differently next time. Tbh, they were lucky I was in my car. In my wife's vehicle, the driver would have been a hood ornament. That would likely have ended their driving permanently. Big tall vehicles with big squishy tires (factory size) don't slow as quickly.

While camera didn't capture light driver could see due to angle of intersection, it clearly caught my green and a red for the road the runner was on (although in the opposite direction).
