No. You need to buy the UVIP before transfer, but it is not the law to sell with UVIP.
My experience, lack of UVIP means there is money owing on the bike or some other nasty history. It's pretty hilarious the stories these losers come up with.

By Ontario law, private sellers of most motor vehicles, including motorcycles, must provide buyers with a Used Vehicle Information Package.

I've bought a bike without a UVIP, but had to buy it at the MOT office just before transfer.
I disagree. I don't care about seeing a UVIP until money is changing hands, and I'm not going to get one until someone tells me they are coming with money.
It costs $20 and it's only good for a few weeks. I'm happy to tell or listen to someone explain exactly what will be on it, but money isn't changing hands until I/they confirm it's all true by seeing a UVIP.
I bought and sold my last bike that way. Even when I'm buying I prefer to get the UVIP myself and have the seller drop $20 off the price. That way I know it's 100% legit because I had the MTO hand it directly to me.
