I fail to see how this is Cap and Trade.
With Cap and Trade the government "caps" the amount of carbon emissions allowed. A company (or potentially an individual) will then get a permit specifying their carbon footprint. If a company wants to burn more than its share of carbon, it buys extra permits from other companies that have burned less. The "cap" can be reduced on a year by year basis.
What Wynne is implementing is actually a Carbon Tax. There is no "caps" with this model. Its pollution as usual in this model as long as you pay for it, and its taxed from gram 1 of carbon burnt

Cheaper products and good quality. What's the problem(?) is what I learned on this forum. Somebody needs to goose step in.

Clearly its a carbon tax. A number of states in the US (and I believe Quebec) have actual cap and trade.
In reality it punishes the polluters as once they reach their cap it starts costing money. They can either begin to clean up their act which is the governments preferred approach, or they can buy extra credits from green company.
Companies that are already clean, are rewarded as they can sell their credits. They are further rewarded as they get preferred status when tendering for state or federal contracts.
Its a win, win. Companies are encouraged to reduce in order to remain competitive
I can't think that burdening some 80 year old Ontario pensioner living on a fixed income with an additional $150 charge a year on their heating costs will necessarily achieve the same thing. To some people on a fixed income, that could be life and death. Do they buy food and freeze to death, or do they starve in comfort.
