As to "free laptops": that first laptop is NOT free, it comes in the VERY expensive setup that the shop has to buy and pay a monthly "subscription" for and user fees for, to write certs. And I will remind you that the company running this is the same company that ran the short lived dyno based emissions setup... which cost the shops LARGE and they didn't get to do enough inspections to pay off the setup before the province cancelled the program which ****** off everyone
I haven't held one of these "free laptops" in my hand BUT I betcha the company running this setup knows the MAC address, which affects the META Data of it's pictures... so
I would have preferred the authenticated device/brains be located in a more controlled location
would require that "central location" to strip and modify the META data
These guys ain't that smart. That would be a HUGE problem for everyone involved. This way is simple and it works (in theory) (I hope they're smart enough to hash the META data... I have faith they didn't).
 
What about headlight wipers on an old volvo?
Again: IF they're there they have to work.
If the car had them as an OPTION, you can remove them (not just the wiper, not just the arm... you have to make it look like it was never there).
If it was standard equipment it has to be there and it has to work... and the squirter has to work too

I'd like to think that the metadata including GPS location will be part of the backend checks and balances in this new system, but again, expectations are low. It's very possible the inspection app and back end software is all something cobbled together from the lowest bidder overseas code-factory somewhere and does the bare minimum.

Is any other province or US state using this system, ie is it something standardized and with actual real world usage to it's name, or is this possibly another "someone in Ontario wrote a blank cheque for a brand new untested system that doesn't do half of what it was supposed to and barely functions at the best of times" boondoggle in the making?
 
I'm more concerned with the overreaction - perfectly functional aftermarket parts being rejected because "they're not stock", and IF ... THEN ... enforcement of trivial matters that have no bearing on the vehicle being "safe" in the grand scheme of things. Lots of older bikes may become unsellable if, for example, original-equipment lights or mirrors or exhaust systems or whatever are unobtainium or stratospherically expensive. Or unrideable if this becomes a mandatory periodic inspection.

I am okay with "Is vehicle new enough to require turn signals? YES, Does vehicle have turn signals? YES, Do they work? YES" but not okay with "Are they the original manufacturer's part number (for a part that hasn't existed in 20 years)? NO"
Are there any Harleys around with stock exhausts? I haven't heard them. (Pun)

IIRC Harley noisemakers are stamped "For racing only" or equivalent. Doesn't that immediately disqualify them?

Are loud non OEM pipes a safety issue or a civil noise issue?

A decade or so back I was looking for a set of stock Sportster pipes and a dealer I called said I was too late. They just threw out an accumulated dumpsterful of new taken-off stock pipes. No one wanted a quietish Harley.

Does a brake pad for your Honda have to be OEM or is the mechanic allowed to use his judgement as to what is acceptable when the program is largely meant to eliminate judgement calls.
 
Sign up for the program, and as been mentioned, the first tablet is free. After that more tablets are big $$$. Multiple full side, front and rear photos of the bike (including odometer) must be taken along with brake pads, tires for cracking and age and other consumables if replaced. A video of the steering movement (bearings aren't notched) and on it goes. Handlebar height (no more than 13" above the seat) and non VESC-8 or DOT approved windscreens may also get you kicked. I've also asked about things like reflectors, buried or sideways licence plates, non-DOT approved lighting and some other stuff, my connection to the ministry is looking for answers.
Is tire age a law or recommendation? Storage conditions make a big difference. A vehicle that is kept cool and out of the sun will have better tires than one parked on a hot asphalt pad all day.

As mentioned, if you own a motorcycle, you aren't as cash tight as a minimum wage earner. These little changes will make big ones for those at the bottom of the income pyramid.

Public transit is the answer for them if we ever get a system that works. To make ends meet and maybe get ahead, Joe the immigrant lives in cheap Brampton, works in an Oakville factory plus cleans shops in Mississauga as a second gig. He drops his wife off at her job enroute and picks her up as well. Maybe he drops her off at a cleaning job as well. Try that on public transit especially if you carry your own supplies.

The law makers don't walk in those shoes.
 
The initial buy-in to the program and attendant higher continuing costs (extra insurance and manpower) may lead some shops to say 'why bother'.
A lot of stuff that most shops would have let slide (turn signal width, reflectors, licence plate placement, no chain guards, etc.) before ain't gonna happen.
Plus, there are going to be a lot of p*ssed off consumers when they find out the cost of a safety just doubled or tripled.
This is more or less exactly why my mechanic isn't interested in the new program. Equipment is apparently sourced from US and they have to deal with them direct cross border.
 
Higher costs will make newbie's skimp even more on gear. Which is not good. Good gear is usually accumulated over time and lots of money spent.
Meh.

Anyone who squids likely had no intention to wear gear anyways. You can't get insurance without sitting in front of myself or another instructor drone on about wearing gear and why.

We are talking legal document here not the "For Dummies" version.
That should be available from the "Kings Printer".
That way I will know what I need to prepare my latest acquisition a 1980 Moto Guzzi for its test.
I may be an anarchist but I have learned to get over it.
I will gladly make a donation covering a portion of the cost to GTMA if this happens.
I am not optimistic this is going to happen because I believe it is still a work in progress.

Actually that is what I have been told by my guy.
It seems everybody is getting upset about nothing.
Alberta instituted electronic filing on the Out of Province Inspection 5 years ago.
The Out of Province Inspection also covered registering a vehicle without a current title and resertification
of a vehicle with a write off but repairable title.
It did not include photos but a lot of inspectors took pictures because they can be held responsible if a vehicle is later involved
in an accident because it was unsafe. Faking a inspection could result in a 6 month jail term and/or $10,000.00 dollar fine.
 
It's still outdated - where are the 2025 regs - who knows ?
I suspect it's still at the work in progress stage.
In the late 70s Alberta changed some vehicle legislation.
It became necessary to have illuminated side markes for signal lights on all vehicles.
A friend of mine and fellow motorcycle driving instructor contacted Alberta Transport and advised them
that because of the shape of a motorcycles signal and tail/brake light they where already visible from the side.
Alberta Transport then added an addendum to the regulations exempting motorcycles.
Of course it was helpful to have the phone number of someone high enough up the pay scale who actually new what they where doing.
Call your MP that's what there for.
 
Its been ticking for a long time now.
It will eventually be put in place.
We have a provincial election coming up so everything will be tabled untill after that happens.
