I don't like Bill Blair, either, but I am confident that he didn't say what the Conservatives said he said. I can't obtain any source more direct than his own account on Twitter.

All of the search results that suggest otherwise, are from the likes of the Conservatives themselves (who have an agenda), and Rebel News, Epoch Times, and various religious sites, all of which have zero credibility.

That is what the government actually said.

If you read this, this directive was issued in response to a Supreme Court of Canada ruling - which means the government had no choice but to do something about it, and this is what they did.

Trump's crime is not enough to bar him from office in Canada -- to be barred from becoming an MP for crimes, you must have been sentenced to 2+ years in penitentiary.

And it's not over. Just pushed aside for a bit. There are way too many idealistic morons that think wokeness is the way forward. If you don't worry about reality, finances or unintended outcomes it sounds almost reasonable. When you accept any of the above three, the movement comes to a screeching halt.

Re-read this part carefully:

(a) No person shall solicit votes in any manner or by any means or method, nor shall any person, other than election officials discharging their duties, distribute or display any campaign material, nor give, offer to give, or participate in the giving of any money or gifts, including, but not limited to, food and drink, to an elector, nor solicit signatures for any petition, nor establish or set up any tables or booths on any day in which ballots are being cast:

An election official is carved out - they can distribute things, setup tables and booths while they are currently discharging their duties (on duty). Off duty, no - but on duty they can certainly hand out a water bottle.
 
A fairer question might be - as a convicted felon can he get a passport and be allowed to leave the country ?
Yes. You can get one in most countries unless the person's exit is a national threat.

That is very rare, it might happen to a terrorist if a country is worried they may setup leadership from abroad.
