Note the bit about (vague) security assurances in return for Ukraine giving up the former Soviet Union's nuclear weapons that were on its territory and joining the nuclear non-proliferation treaty. So, yes, in that situation, the West (including the USA among others) has some level of obligation to Ukraine.
