61.9 billion is last year's deficit due to one-time charges arising from a couple of lawsuits that were settled (appears to have something to do with indigenous relations). Projected deficit for this year is 42-ish billion. Most new spending is coming from extending an investment tax break.
The statement has been "tabled" in parliament. What's not happening is the minister's speech concerning it.
