That's exactly what I mean. That's why I try to make it a point to stop and ask if people need help whenever it appears that they might.
 
This is China for you. Apparently in China, many people do not help bystanders or people in trouble, because they actually got fined. I read that a man who helped an elderly lady after she fell was imprisoned because he tried to help her and she injured herself even more.

Basically no one is a good Samaritan in China because they are afraid of getting fined. Pretty sad really.
 
The system in china is also pretty retarded, especially the ones that run the system, plus the ignorance of people, and now u have the fcked up situation today.
