Things have changed since then.. Nowadays it's possible for the CFO to refuse a restricted firearm transfer if you don't have a range membership even though there are plenty of ranges in Ontario that allow walk-ins.
 
I've never had the CFC ask me any more than "which club do you belong to"... I never had to provide proof of any kind. Even when I bought my first restricted, I told them I was just in the process of beginning to join a local club.

Nevertheless, Ontario has always had the nonsense rule about needing to belong to a club... but you can also easily state that you're a collector and don't wish to get a membership anywhere, as you won't be shooting your guns.
 
I never belonged to any clubs when I first bought my restricteds. The CFO just wants smoke blown up their *** like everyone else.
 
I was told by a BC retailer that it's a requirement in Ontario. Didn't really matter to me as I have a range membership anyway. 24hrs lit, heated, a lot closer than any Crown land lol
