VW is still working out the bugs on the update. Should be ready to ship to dealers in a few weeks.
I'm not sure if I missed the explanation but I assume that if the VW engine was stripped down to a long block (Complete engine minus the bolt on bits) It wouldn't be all that different than the other manufacturer's engines in the same size range. Pistons go up and down in cylinders with valves at the top and crank at the bottom.
Why does theirs need an elusive emissions control system when the other don't?
Or have the others found the same solution?
This is why I wasn't surprised at all when they got caught. I've been wondering for years why everyone except VW needed the diesel fluid.It is my understanding that in that generation of diesels, most (all?) of the others used urea to clean up the emissions. The others all wondered how VW got a pass without it. Current gen TDI's have urea injection (the tank for which eliminates independent rear suspension on the golf).

... but only if, after VW eventually comes up with an official fix, owners fail to bring their vehicle in and have it repaired before their license plate is up for renewal. It's not a problem until such time as that official fix becomes an official recall ... and my understanding is that this could be some time away.
The people who won't like this, are the people who have tampered with or removed the original emission controls.
Or the people who bought their VeeDub because they want 1000km+ on a tank of fuel. If the "fix" for the emissions problem results in a big reduction in fuel mileage I'd bet there will be a lot of owners who don't want their cars to be "fixed"
This is where the class action lawsuits will come in. VW actively deceived the EPA and their customers.
That's no different penalty than for the rest of us. You fail emissions, you get no license.The gov't also stated that if the cars don't pass the emissions / don't get their 'fix' from VW they will not renew license plates for the affected vehicles. So the gov't will FORCE VW owners to get this fix done.
EDIT: I'm sure there will also be aftermarket kits to undo whatever the 'fix' is. And a lot of drivers may want to revert back to the original configuration.
