I bet he never read that report. Bet he never knew it existed. Reading words on a page is too elitist for Rob.
He'll look at things superficially like water fountains, bicycle garages, coffee and snacks, number of councillors and so on then he'll just make an impromptu moral call whether it's worth the money (it never is unless it gets him elected). He wouldn't know gravy if it was served up in front of him in a silver dish.
I think you're wrong there. Ford spends quite a bit of time reading, while behind the wheel of his SUV.
The number of councillors isn't really a superficial thing since amalgamation was supposed to reduce the size of civic government, including councillors and their offices. Each councillor accounts for $105,397.00 per year in salary plus full benefits (100% dental, medical, life insurance), pension, severance (on death in office, retirement, resignation, or failure to be re-elected), $224,264.25 for their office staff, $30,815.40 for their constituency offices (not including staff expenses), ......
