So much illegal in one picture. As a start, vehicle driver using a handheld device (and needs mental help). Scooter probably isn't allowed on bovaird (is speed limit over 50 there?), no passengers allowed, maybe helmet infraction (if they are under 18).From Reddit:

I was once hit on my motorcycle precisely because I performed a proper stop. Stopped. Looked left. View blocked by a delivery van that had pulled all the way up into the crosswalk. Pulled forward to see around it, then stopped, as required by law. Saw a transport truck coming fast, so didn't pull out. Got hit from behind by some land yacht (Caddie or Lincoln). Fortunately went 10 feet straight up, instead of forward, or I'd have been street pizza. (Driver of the car was a salesman for an electric stair lift company. Insert jokes I've heard a thousand times here.)In one state down south a motorcyclist has to put both feet down for it to be a full stop. You can balance your trials bike for a half an hour on the same patch and it isn't a legal stop. Pay the man.
There are a couple of places I worry about coming to a full stop in the cage because the optics are such that few other vehicles actually come to a full stop at the right spot. I almost want a huge sign on the back of the cage "I actually stop for stop signs".
100% full stop on a bike or car isn't a lethal threat in most cases. It's the roll right through attitude. It's the lycra gathering crowd plugging a corner as they decide where they want to go for their lattes. It's the side by side we own the road attitude.
Stopping on a bicycle other than single speed is complex. You have to downshift and maybe pull your feet out of clips. Most cars are brainless automatic.
Training means needing to maintain set speeds but the roadways are meant for transportation not training by elites.
That said there are a lot of responsible cyclists that don't do the above. Kudos.
I recall being a bit annoyed by a cyclist that took the full left turn lane in front of me when he could have stayed a bit to the right so I could pass him on his left. Then I realized that few drivers can be counted on to make legal turns into the appropriate lane. Right into right and left into left. He had little choice due to the lack of enforcement of all laws.
Turning inside of him would likely be lane sharing so a no-no anyway.
Going the full depth of the problem, why is everyone in such a rush that they won't spare few minutes to save someone else serious grief?

Umm. How dumb are police getting these days? "Driver filmed himself racing". Does he have three arms? Right hand on the wheel, left hand waving at the bike, camera moving around to look at interesting things.

I'm a bit late but this reminds me of a time I saw a pedestrian nearly turned into paste at Bloor & Huntley. Fire truck is coming from the east (station just past Sherbourne), traffic has noticed it and has come to a stop. Guy had headphones, is not paying attention, just sees that traffic is stopped so it's time for him to cross. Fire truck has no line of sight at all on him - it's coming up the middle lane, there are trucks in both of the westbound lanes stopped on the line. He had a foot or two to go before the fire truck beat him to the middle of the crossing, I felt like I was about to see him die

The large number of default safety settings likely has more than a little to do with that. There is at least one Youtube channel that is devoted to video just from Tesla crashes.
