I agree 24 Kw is way more than needed (Requiring more fuel). Properly designed a small house can run on 30 amps 120 volts. My cousin had one. One circuit for receptacles and one for lights. Furnace was convection flow gas, gas stove, gas HW and clothes dryer.
When my S-I-Ls oven packed it in she baked cookies on the BBQ. However some aren't that smart. "Why can't I plug in more stuff. I have lots of spare receptacles?"
In a discussion with Ontario Hydro years back it came out that in case of a serious widespread outage their priorities for restoring power were:
1) City emergency facilities
2) City industrial facilities
3) City residential
4) Farms
5) Cottages (They could be a week or more)
Used sparingly your 8.5 KW could serve three houses, assuming natural gas and city water keep running.
In the winter you need heat. Modern high efficiency furnaces and hot water tanks need power.
In the summer, refrigeration is needed to keep food safe. Once over the start up surge, most refrigerators only draw around 5 amps. A BBQ with side burner keeps one fed.
For a day or so the above can be treated as an adventure. After a few days hot showers and decent food take on new meaning.
That's a really good price and I'm pretty sure the unit is a lot harder to steal than a 3Kw Honda at a similar price. A proper installation will add a big chunk and I would have trouble with the cost based on my 40 year history of outages in the city. If I was rural I'd order two and a supersized propane tank (That might need heat in winter)
Looking forward, people aren't getting smarter. The politicians and organizations they control are getting worse.
