It's not just illegal though, it's dodgy to the point of he might as well not have insurance. It might satisfy a cop for a papers check, but if he ever puts a claim in I guarantee you the adjusters will become immediately suspicious. Claim denied, insurance dropped, lifetime of headaches.
Just curious, what happens if you're touring across provinces.
Will your claim be denied because you wrote your bike off in Newfoundland when it's registered in Ontario?
If the bike is registered to his folks (would make sense to have to be like that to get insurance from there), wouldn't be an issue right?I believe the ministry only gives you a 30 day period to move you plates over to the province in which you reside. (Not sure the penalties here tho)

The bike has to be registered to the location it is at the most. So if it was under his parents name who live in Alberta but he lives and rides here it would have to be insured here (under his parents)If the bike is registered to his folks (would make sense to have to be like that to get insurance from there), wouldn't be an issue right?
