Fortunately, in this case, quite a few people did so. Too often, we hear of a rider who goes down, and NO one offers to help.

That is a logical fallacy. Of course actions of one individual can affect an entire group of people associated with such individual by some sort of action, trait, characteristic, etc. And yes, even in your example, a guy robbing a bank, potentially gives all guys a bad name.

I have had an older woman yell at me once because "I'm scaring her cows." Now, I have never been to her town previously but I can assume that other riders have, and somehow affected the mental state of her bovinae resulting in her bunching me up with other people through no fault of my own.
 
Nobody asked, but here's how I see it.
Brian described what he saw, and he saw enough to come to a reasonable conclusion about what happened. He even qualified it several ways, rather than claiming to have seen everything and know conclusively what happened.
Riding, driving, or simply going through life, we've all made mistakes or bad decisions and we've all watched other people do the same. Sometimes they make you smile or laugh out loud, and you hope the person ends up ok. Sometimes you think "what was he thinking?" and believe that, short of serious injury, they need some type of negative consequence to learn from. In this case, Brian believed the rider was probably ok, or at least not seriously injured - so "getting what he deserved" would be the legal and financial consequences.
We all have different tolerances for such behaviour. Sometimes we may be quick to judge - but there's a difference between what someone does, and why they do it. The move itself was stupid - maybe the guy had some weird reason (or some great story that will absolve him of any legal responsibility) for doing it, but it was stupid.
As for the comment about giving riders a bad name, that's easy to believe. What percentage of the population drives cars compared to motorcycles? How many drivers see someone in a (example only) BMW and think "typical BMW driver"? Since they already drive, there must be some distinguishing factor that separates that idiot from the themselves. With bikes, it's simple to do.
Someone used the example of the young woman that crashed the Cadillac last week - did it reflect poorly on any certain group. Sure it did - young women drivers. We're conditioned, whether it's by the media or simply by statistics, to think that most often when a young person wrecks a vehicle in a single vehicle collision on the way home late at night (or early in the morning) that inexperience or alcohol is a significant factor.
In the case of this young gixxer rider, it sounds like there were a lot of vehicles around that intersection. What the witnesses saw was one bike, with a rider that made a big mistake or a stupid decision. Other than thoughts for his safety, their first thoughts will be about the dangers of motorcycles, or the risk-takers that ride them, or any number of negative thoughts about entitlement and noise....because that's their experience. People don't look at all the cars on the road and notice the good drivers, it's the bad ones that attract attention. When a rider sticks out for the same reason, and there are no other riders around for a comparison, it has a bigger impact.

Edit: I forgot earlier I wanted to address this, too. The SIU wouldn't only do the investigation if the rider "fled" the scene, or was the subject of a pursuit. There was an interaction with an officer immediately before a civilian was injured. That's enough for TPS to report it to the SIU.

Anyone who believes that you can't give someone else a bad name should have been born a twin.

People are so lazy they don't even bother to differentiate when it's their problem in the first place: "The twin did xxx".
They seem to expect that disciplining both for something that one did will be just as good.
