Most likely she didn't have insurance, that has happened too two of my friends in Brampton

peel region has the highest percentage of uninsured drivers in Canada. I wish there was a way to keep these people off the road. Maybe one day police cruisers will be able to randomly screen plates for uninsured motorists.

They have the plate scanners running now to check for expired tags/stolen vehicles, I'm not sure how hard it would be for them to add insurance checks to the database.

I can't even renew the plates on one of my cars, that I have insurance for (although at this moment it is suspended so maybe that has something to do with it), because the government database says I don't have insurance on it so they must have some ability to do it.
 
Instead of chasing after the driver, i would have stayed and got a few witnesses first. Since if you have a few witnesses of the account, your insurance will treat it as a hit and run.

Yeah for sure after it all happened I thought the same. But in the moment my only thought was don't let her get away. Don't really know why just wanted to stop her from leaving.

99% of people in the heat of the moment of getting rear ended and the person taking off wouldn't just let them go without the plate number at least.
Witnesses won't do much in punishing the driver if they don't know who the driver was.

Im pretty sure you are not liable if you have multiple witnesses saying the samething. Plus, you never know, a witness might've remember the license plate or recorded the entire thing.

If you had witnesses, your collision coverage would cover it and all you need to pay is the deductible, and a not-at-fault record.

If you're found not-at-fault, I don't think you need to pay anything (unless it's different for motorcycles?)

I was in an accident last year in my cage; other driver had witnesses and I didn't but I was still found not-at-fault, and insurance sent me a cheque to cover the deductible a few months later. *shrug*

You are not at fault but this type of situation (hit and run with unknown owner) falls under collision. All collision claims have a deductible.
