It’s because the small businesses and normal people are easier to shake down.

Go after the big fish and they’ve got the firepower and brain power to outmaneuver the CRA.

The story goes: Years back a guy started a construction supply business and did well for years. Then he went to the bank for a loan to open a second location. They turned him down because his receivables were a mess with accounts being six months overdue.

He went ape and had accounting go aggressively after every penny, including interest. He became bloody minded, spending more on collecting that the account was worth but the message got out......PAY YOUR BILLS.

He collected so much and along with improved cash flow he was able to open the second location without the bank.

I can think of so many cases where the government and its civil servants stuck their heads in the sand until lower hanging fruit arrived. Then they plucked it saying "See. I'm doing my job."
