Tell him you are interested in one of the $40k bikes. Once you have him on the hook, pull the bait and switch and ask about a bike that is less than 10k.

I’ve had some luck revisiting sellers that turned down my initial offer. After a month or so of the toy sitting after my initial offer I’ll send my offer again politely.
Just did. Used the exact words that @Mad Mike stated. Guy told me he'll let me know tomorrow as someone is offering more to go see it.
I don't expect to get it. But worth a shot.

Two weeks ago I see a nice, finished bike for sale and make what I think is a fair and even generous offer. I get turned down. Ok suit yourself.
Two days ago I go to buy the "project" version of that same bike. It needs work in every department, but it's 1/3 the price. I go to buy it.
While I'm driving two hours to go buy the project version of the same bike, the guy from two weeks ago reaches out. It's like he knew! "Ok I'll take your offer if you're still interested."
Too late fucker!
In a perfect little world I'll finish my project, list it, and sell it, before he's able to sell his. Then I'll offer him $500 less than I initially offered because he has to learn not to be greedy lol.
Chances of this are slim to none, but a guy can dream.

In the pre craigslist days we had a monthly buy and sell paper called the Triad in Niagara and area regions. My buddy would buy it (not look at it) and set it aside for three months and then check it out and start calling the ads he was interested in. He got lots of angry WTFs but he also got a crap load of fantastic deals. Obviously does not work for something you need now, was never about items he needed...
Now he sorts FBMP and Kijiji ads oldest first.... lots of no responses (they just never took the ad down) and again many great deals people gave up selling. Not as good as the old days but still a thing...
