@WestBrantKid is right though. Tons of fraud. Same with subsidized housing. People fake their income to qualify, then complain about the housing they get so they go scream louder and get a better place because they’re louder and the admins just want them the hell out of their office.
My cousin got a much better place for her mom simply by being a pain in the *** and relentlessly going to the office until they just decided to shut her up.
You’re not sending tax dollars in most cases, you’re sending obsolete military equipment. What scenario are you thinking of where the small amount of welfare fraud we have is solved with leopard tanks and 7.62 ammunition?

I doubt that. Ultra rich create the situations where thousands, including them, pay taxes. And there aren’t enough of them in Canada - if every billionaire in Canada paid $10million in personal income tax each year, it would pay about $630m.

A big part of the problem is the tax code. You call it cheating, they call it tax efficient. Tax code should be collapsed from tens of thousands of pages to a page. As a first cut, taxing income where you traded time for money at a much higher rate than dividends where you traded no time for money is insanity and designed to cause wealth inequality.

It’s pretty common practice to deflect blame for the real abusers onto easier targets. It’s the welfare cheats not the fat cat greedy bastards or it’s the immigrants not property speculators responsible for the lack of affordable housing.
Walking the dog one fine evening not too long ago we happened upon some fine soul jumping up and down upon some groceries having some hissy fit. seems the outreach folks had given him some groceries but sadly the drug unit had just raided his connect before he could trade the food for what he really needed.
The mental health and addiction services could use a rethink IMHO.
