First, talk to someone at Service Ontario. If your explanation is reasonable, I’m sure they can work with you.
While it’s unfair, the government and law enforcement did accommodate everyone else by providing the exemption for stickers to lapse.
For the few that had stickers lapse in 2019 and need a sticker for 2021 and didn’t drive in 2020, I’m not sure if it was THAT common enough that assuming you did drive/ride in 2020 and should be charge for it makes sense to me.
Thus, talking to the agent at the counter to explain your situation and maybe ask for a manager. And maybe ask your insurance company for an email to provide written proof the vehicle wasn’t insured for 2020?
When I plated my bike this year, the clerk assumed I wanted one year, I asked if I could have it for two and she paused for a minute and then said, yes.
They just didn’t think of it and I could have walked out only paying for one year.
If they can’t waive 2020, they should be able to provide an explanation or involve a manager to see if there are any options.
A little bit of empathy and kindness can be motivating to the clerk at Service Ontario. They get flack for long wait times etc. Kill them with kindness and they seem to respond well.
