Where do you suggest they ride to on a Thursday evening when there is still a fair amount of traffic on the roads?

Seriously though, I do realize that many people enjoy the "meet atmosphere" but it just ain't for me. Really feels like a giant circle jerk.
As for starting points Rob - Leslie definitely ain't that. It's a black hole, once you get there, you never leave. Hwy 10/Mayfield is not bad for going up north, almost out of the city. East and West, I don't really know any good spots. 403/Dundas is similar to Leslie, just less people but they also stand around doing nothing. Some brave ones, ride through Mississauga Rd. to stand at Burrito Boys afterwards.

So you don't have a route to offer them.
Do you expect the people say East of Yonge and 401 to ride out to 10/Mayfield around 8pm when it's getting dark and animals will be on the move to ride on roads that are pitch black?
Not everyone has their M2 or M.
As I mentioned it's safer for them to stay right there in a lot.
Yes, 403/Dundas - it's still a decently convenient spot to leave from just not the best spot to meet people actually willing to ride more than 5km.
Real gang members are some of the friendliest fellows you'll ever meet. Just don't **** with them, their business, their family or the innocent and they won't have a reason to attack you.
Anyone who goes out and assaults another person for no reason isn't a real gang member.
I've recently seen people downtown wearing fake biker colors and even "Sons of Anarchy" leathers. A decade a go, that would have gotten you beat up.
Thirty years ago it might have resulted in OPP/QPP finding your burnt-out car along the side of some major highway, with you in it, with a slit throat as a 'message.'
Thirty years ago society was intimidated by leather-wearing pirates. Thirty years later (now) and society finds them funny.
As little as 20 years ago people were scared that they might be blown up along with members of The Angels or Rock Machine.

I lived in a warehouse loft complex besides members of the Para Dice Riders. Those guys were violent psychopaths. These are pimps and drug pushers, arms dealers, thieves , murderers, ex-cons. A few drinks or dope, and they will f--k you up.
Tee Vee has done a great job at sanitizing their image into believing that they have a code of morals, which is complete BS. The only thing more pathetic than these guys were the hanger-on posers who thought it was cool to associate with them.
They have recently learned to keep a low profile, and would never hang out at places like this (some guy in a Harley with badges is likely a janitor somewhere).

I doubt the people the OP is referring to are actual gang bikers. Likely just motorcycle clubs of middle-aged blue-collar types with loud pipes who feel like they need to portray a bad-*** image to the world to make up for their lack of accomplishments.
