Easy fix. Just start stacking on consecutive sentences like they do in the States. Parole after 50, 75, 100+ years.
Any time someone says that we should do what the US does, I like to remind them that their system is far more broken than is ours.

Let's let guys that murdered their wife/partner out early because making them serve the same time as someone that killed 2 people hurts their feelings, then.

No one use to appeal their sentence on account of they were inconvenienced by their murder conviction. One or ten, 13 steps, justice served.
 
So the dirtbag that intentionally burned down a century building in downtown orillia was bailed within hours. Five days later he was found wandering around with a lighter when bail conditions required him to be at home and no lighters. Within hours he's bailed again and pinky promises to do better this time. Wtaf. Until someone dies, a bail hearing isn't even worth the time to schedule. They all get out with no consequences.

Reminds me of the guy who burned down the old Empress Hotel at Yonge and Gould. That guy got sentenced to 10 years, but died in jail.

Or the target is visibly wealthy. I don't know the area, so can't say either way.

Most (but not all) of the time police say "targeted attack" they mean criminal on criminal. Even in an affluent area, most houses don't have a pile of available cash and stolen jewelry isn't worth a fortune.
