According to HTA, it looks like you are fine as the relevant HTA section would not apply. This is not a house or boat trailer and a bicycle is not a motor vehicle.

In some provinces you can ride in a boat, camper or 5th wheel trailer -- there are no types trailers approved for passengers in Ontario.
I doubt a cop would pull over and give a mom taking kids for a ride in a bike trailer. An activist taking a full lane on a country road and impeding traffic just because she thinks it's a right... that might be a different story.
