Unless the mud was eating him alive or he was out there for days and running out of food/water... he panicked.
I don't think this a true story but a move to rile the public to guage opinion. I have been stuck in mud before, to get out slip your foot out of the boot and leave the boot. Chances are, once your weight is not pushing down on the boot you will be able to pull the boot free in anycase. As the guy could see his truck he wasn't that far from shore and could have made it to the truck in soggy socks.
If I am right, call the opp if you require rescue. Who patrols the waters in the summer months, the opp. The delusional fire departments are grasping into areas that are not their concern.
