People don't choose to take drugs at the expense of their essential needs, unless they're addicted.

Testing positive won't get you charged here or in the US. There's no law to prosecute for drugs that are in your system. Possession gets you charged.

People make all kind of stupid purchases at the expense of their essential needs. They can be close to bankruptcy but they still go out and get the biggest TV. Everything is an illness these days. OMG I'm a shopaholic someone support me. OMG I'm addicted to weed someone support me. OMG I'm addicted to junk food, i can't work because I'm morbidly obese, someone support me. WTF? Its not an addiction, its lack of responsability. These people have to understand they cant get everything they want without breaking a sweat. It's easyer to just call it an illness and collect a pay cheque. Most drugs are not physically addictive. Sure you might crave them but it won't kill you if you don't do them.

What's easy is to just call addiction "laziness" and act all morally righteous about ignoring the problem.

Ignoring the problem is when you just hand out a few hundred dollars so they can get their fix. How can they recover if they stay in a vicious welfare/drugs loop provided by the governmen?." Seriously would you give your kid an allowance if he used it for drugs?

That was my original question, and it remains unanswered. What are they going to do with those who test positive? Do you propose we start treating them like we would our kids?

Yep, cut the allowance and send them to rehab. The welfare money would pay for rehab and at least something is done to rehabilitate these people.

Not what they are doing in Florida (as I understand it) but the system could be changed where you have two options:

1) A higher amount but you must submit to drug testings, you get a cheque and maybe 200 more per month. make a min number of jobs applied for per month etc.
2) A lower amount but you do not have to be tested, you also do not get as much control of the money (rent is paid before you get paid, debit card with limits on use, no cheque, no free cash etc.). Make it suck a little more than today, make it enough to sustain life but not as much "fun".

Now the above will save government money on implementation in that they do not need to test everyone on welfare. The users/abuser lifestylers will not have it as good. If you are a number 1 and get busted (maybe have a two strike rule) you are forever a #2 with no options whenever you need assistance. In the end people on Welfare as a stopgap will likely want to be #1s people in lifestyle mode will quickly be dropped to #2 or will just go there.

The key is being a #2 will look less appealing to the next gen lifestyle welfare people.
 
For the record, many cops make $47000-$65000 a year depending on the length of "service" which doesn't include sick days, vacation days, and whatnot (yes I know you're being sarcastic Paul).
