Nope. Hydrogen is a complete loser right out of the gate and only good for lighting money on fire in the quest to be different. I don't see fission powered vehicles taking over in the next few decades. The heavier the vehicle, the cheaper your license fee? That seems like it wouldn't achieve the desired effect. HP is also almost impossible for government to tie down. Many modern vehicles can double hp while still remaining emissions compliant and on a quick inspection unmodified. You can easily turn the power down if the government went as far as requiring a dyno test.If you want to save the planet charge a license fee for ICE vehicles based on HP to GVW.
