I would hope so. The EU is planning to have their own vaccine-passport scheme ready to go in June, and I would be surprised if government folks are not preparing for that in return - hopefully by making it possible for Canadian citizens to obtain an EU vaccine-passport and also by granting entry to Canada for EU citizens with a vaccine-passport. Don't know how they'll deal with the US elephant in the room, but it's going to have to be dealt with somehow. Be nice if all these countries agreed upon a common system.
The EU scheme is supposedly going to be based on either vaccination or test results, your choice.
The proposals will allow fully vaccinated non-EU travellers to enter for non-essential purposes.
