It's very likely temp foreign workers are necessary to get what is ostensibly a Korean-designed battery manufacturing plant up online. Where are you going to find the skilled labour (programmers, techs, lab workers) for making batteries on this scale in Canada?

Importing 1600 out of 2300 seems high. I've gone to South Korea in a similar scenario but Korean workers far outnumbered foreigners in that case. You need some people that have seen the installation before and can direct but there is no way that 70% of the workers are required to have knowledge that is specialized enough that it can't be found here. That is a cost-saving (or potentially time-saving) play.
