    Brian's route going on to PA from Fort Erie is much better than the first route going through Ohio.     Yes, many (if not most) are modifiable to reach 70km/hr. The earlier ones were more likely to fry parts when modded to go that speed, but it sounds like the more current e-bikes have parts and electronics that can handle the increased power.

    Some CT will have a mechanic on staff who can do the safety (I had one done at the Markham and Sheppard CT years ago). You'd have to call and find out if they can do motorcycle safeties; OP you might be able to find one close-ish to home base.
