Do you have any idea why it can't play ps3 games out of the box? If you think you'll be able to play all your ps3 games you're sadly mistaken. Theres also a good chance you'll have to purchase the game again to play it on the ps4. So in short, no it's not backwards compatible. Don't buy the ps4 expecting it to be.

Your physical copies of PS3 games will not work when you put them into the PS4's disc tray.
There are talks of adding a feature to the PS4 that will allow you to play all previous gens of PlayStation games via their cloud-based system called Gaikai, which they purchased not long ago.

Essentially Gaikai will have a ton of VM machines running to run the game you want to play on their end, broadcasting the video to your machine. There will naturally be a bit of a delay from when you mash your buttons to when your character responds.

This type of gaming already exists and works very well for turn-based or slow game types. Anything that requires instant reaction (like shooting, driving, sports games, etc), you may want to keep your old PS3 around for those.
 
Well honestly, now that we think about it, it doesn't make that big of a difference on backwards compatibility. We're still going to have our old systems and games...

I don't really like the whole deal that the xBox one is trying to do. They're trying to fuse everything together and sell me on a DVR and TV system. What if I don't even watch
cable. LOL.

I'd hazard the guess that changing from the Cell processor (which is PowerPC based) to the x86 chip has a lot to do with that. When they say that ps1/2/3 games are available from the cloud I deduct that it will be like playing games from other platforms on the wii/ps3 via the associated networks. Likely will cost money or points but it won't cost what the original games cost. right now I'm trying to get wii points to buy Earth Worm Jim even though i have the original game.

I bought Earthworm Jim on PSn a couple years ago.

I forgot how hard old school games were :/

I also took advantage of the FS $20 off per game deal and ordered Watch Dogs (looks amazing), CoD (just because) and AC4, I don't know why, I didn't like the naval battles of AC3 and apparently that's all this one is going to be pretty much :(
