Or maybe bolt plus one cut in aluminum. For ease of disassembly, one cut one each side of the bolt is probably easiest as bolt/flanges pop off and then remainder slides off. Access may push to an alternate solution.

I don't know whether you have access, but if you can get a drill into the hole opposite the bolt head, you might be able to drill it out. The nice thing about going from that side is a drill will be working clockwise, the direction you need the broken bolt to move.
Hacksaw? Good luck with that, you'll be cutting steel 1 tooth at a time.
A Dremel with a small cutoff blade would be my plan of attack. If the bolt snapped at or below the split in the shifter, you might be able to pry the gap in the shifter wide enough to let the broken bolt clear the notch on the shifter shaft.

Looks like 4-5 teeth on the spline are squashed, but that’s the most of the damage.
Looks like I can put the new one on….but probably will have to end up replacing that piece. FML.

Honestly it’s been a good learning experience….while hopefully not too expensive. Just can’t figure out where on the parts drawings that shaft is. And more importantly how much stuff I need to take off to replace it.
